Significant agreements between Russia-Abkhazia and Russia-Tskhinvali Region
President of the Russian Federation, Dimitri Medvedev and De Facto President of Abkhazia, Sergei Baghapsh, signed an agreement on Friendship, Cooperation and Mutual Support between the Russian Federation and Republic of Abkhazia. The agreement was signed for a ten year period with the possibility of automatic prolongation by five years. It went into force on December 23, 2008.

Russian Federation and Abkhazia signed an agreement on military cooperation. The agreement envisages strengthening “measures of military security and trust”, ensuring the security as well as airspace control of Abkhazia, interactions in the fields of maritime military issues, military intelligence, back and technical support, preparation of personnel. The agreement enables Russia to construct, use and perfect military infrastructure and bases on the territory of Abkhazia, also granting it power to create joint military units during peacetime or war alike.

In Moscow, the de facto Minister of Economy of Abkhazia, David Iradyan and Deputy Minister of Economic Development of Russia, Mikhail Oseevski, signed an agreement on the regime of trading goods between the government of the de facto Republic of Abkhazia and the Russian Federation. The agreement enables the parties to remove any customs duties when exporting goods to each other’s territories.
President of the Russian Federation, Vladimir Putin and de facto President of Abkhazia, Raul Khajimba, signed an agreement in Sochi on alliance and strategic partnership. The agreement envisages conducting coordinated foreign policy, as well as creating common spaces for defense, security, economy and social issues.
Minister of Foreign Affairs of Russia, Sergei Lavrov and de facto Minister of Foreign Affairs of Tskhinvali Region, David Sanakoyev, signed an agreement regarding the state border between Russia and Tskhinvali region. The agreement came into force on the day of exchanging ratification certificates, on September 29, 2016. Negotiations on the delimitation of de facto borders between Russia and Tskhinvali region started in 2010.
Ministry of Foreign Affairs of Russia and de facto Foreign Ministry of Abkhazia signed a memorandum in Moscow on the creation of the mechanism for foreign policy coordination.
President of the Russian Federation, Vladimir Putin and de facto President of Tskhinvali Region, Leonid Tibilov, signed an agreement on alliance and integration. The agreement envisages creating a common space of security and defense as well as freedom of movement over the de facto border between Russia and Tskhinvali Region, integration of customs structures, cooperation along the lines of Ministries of Internal Affairs, simplification of procedures of getting Russian citizenship, which also includes the issue of pensions indexation. The agreement period was determined to be 25 years, with the possibility of further extension by 10 year periods.
The Russian Federation and Abkhazia signed an agreement on ensuring pensions for Russian citizens permanently living on the territory of Abkhazia.
In Moscow, de facto Ministry of Defence of Abkhazia and the Ministry of Defence of the Russian Federation have signed agreement on joint military unit. The agreement envisages joint military unit creation aimed at responding to armed attacks on any side and to various military threats.
Deputy Minister of Internal Affairs of the Russian Federation, Igor Zubov and de facto Minister of Internal Affairs of Tskhinvali Region, Akhsar Lavoev, signed an agreement in Tskhinvali on “Formation and Rules of Work of a Joint Informational-Coordination Center of Internal Affairs Structures”. According to Zubov’s statement, the aim of the Center is to coordinate the work of Russian and Ossetian law enforcement structures in fighting organized or other types of crime. In order to reach its goal, the Center must ensure the recording, analysis and exchange of information regarding these crimes. The work of the Center will be fully funded by the Russian side.
Minister of Defense of the Russian Federation, Sergei Shoigu and de facto Minister of Defense of Tskhinvali Region, Ibragim Gaseev, signed an agreement in Moscow on the integration of de facto separate military units of Tskhinvali Region into the armed forces of the Russian Federation. The new agreement enables the military personnel of Tskhinvali Region to also serve on the 4th Russian military base.
Deputy Minister of Internal Affairs of the Russian Federation, Igor Zubov and de facto Minister of Internal Affairs of Abkhazia, Aslan Kobakhia, signed an agreement in Sochi on “Formation and Rules of Work of a Joint Informational-Coordination Center of Internal Affairs Structures”.
De facto Minister of Healthcare of Abkhazia, Tamaz Tsakhnakia and Minister of Healthcare of Russia, Veronica Skvartsova, signed an agreement on cooperation in the following fields: organizing the insurance of Russian citizens permanently living in Abkhazia in terms of Russian Federation’s mandatory insurance as well as giving care to them in medical organizations on the territory of the Russian Federation. The agreement will enable Russian citizens permanently living in Abkhazia to get health insurance and medical care in Russia.
Ministry of Healthcare and Social Development of Russian Federation and de facto Ministry of Healthcare and Social Development of Tskhinvali Region signed an agreement on cooperation in the field of healthcare.
Government of Russian Federation and the de facto Republic of Abkhazia signed an agreement on recognition of education and qualification. On the basis of agreement the parties recognise secondary, vocational, high education and qualification obtained on their territories and allow free choice to continue studies or professional activities either in Russia or Abkhazia. Russian Duma and the Federation Council ratified the agreement in December 2018.
Merab Kishmaria, de facto Minister of Defence of Abkhazia, met Sergei Shoigu, Minister of Defence of Russian Federation, in Moscow. Joint agreement on financing modernization of de facto armed forces of Abkhazia was also signed at the meeting. The agreement was signed within the framework of Alliance and Strategic Partnership agreement between Russia and Abkhazia.
An agreement was signed in Moscow between the de facto Republic of Abkhazia and the Russian Federation on "co-financing the costs of a phased increase in the material and technical support of the internal affairs bodies of the [de facto] Republic of Abkhazia, monetary allowances and social guarantees for employees of the Internal Affairs Department of the [de facto] Republic of Abkhazia.” The agreement was signed by the de facto Minister of Internal Affairs of Abkhazia, Dmitry Dbar, and the Deputy Minister of Internal Affairs of the Russian Federation, Igor Zubov.
A program for the formation of a common social and economic space between Russia and Abkhazia was approved on the basis of harmonization of the legislation of Abkhazian and the Russian Federation. From the Russian side the Deputy Prime Minister, Marat Khusnullin, and the Deputy Head of the Presidential Administration, Dmitry Kozak, and from the Abkhaz side the de facto President, Aslan Bzhania, and the de facto Prime Minister, Aleksandr Ankvab, signed the program. The program is aimed at creating favourable conditions for the full participation of Abkhazia in the integration processes initiated or supported by Russia. Within the framework of the program, 45 events are planned with the time frame of 2-3 years. During this period, legislation should be harmonized in number of fields: economics, finance (budget and tax policy, foreign economic and banking activities, investment protection, customs law), energy, social sphere (medicine, education, social protection).
