Maxim Reshetnikov
Minister of Economic Development of the Russian Federation
General Biographical Information
- Maxim Reshetnikov was born on July 11, 1979, in Perm, Russian SFSR, Soviet Union.
- In 2000, Reshetnikov graduated from the Perm State University, majoring in economics and mathematics. In 2002, he also received the linguist-translator diploma. He is the Candidate of Economic Sciences.
- Reshetnikov is on the Western sanctions list due to his involvement in Russia's military aggression in Ukraine.
Professional Career
- In 1998-2002, Reshetnikov was the chief specialist and project manager at the JSC Prognoz.
- 2000-2005 - the Head of the Department for Planning Budget Revenues and Expenses and the Head of the Department of Regional Finance and Investment of the Perm region.
- 2005-2007 - the First Deputy Chairman of the Planning Department of the Perm region and the First Deputy Head of the Administration of the Governor of Perm Okrug.
- 2007-2009 – the Deputy Director of the Department of Interbudgetary Relations of the Ministry of Regional Development, the Director of the Department for Monitoring and Evaluating the Performance of Government Bodies of the Subjects of the Russian Federation.
- 2009 - the Head of the Administration of the Governor of Perm Okrug.
- 2009-2010 - the Director of the Department of Public Administration, Regional Development and Local Self-Government.
- 2010-2011 - the First Deputy Chief of Staff of the Mayor and Government of Moscow. Reshetnikov's career began in Moscow after the appointment of Sergei Sobyanin to the post of mayor of Moscow.
- 2012-2017 - the Minister of the Government of Moscow, the Head of the Department of Economic Policy and City Development of Moscow.
- From September 2017 to January 2020, he was the Governor of Perm Okrug. He got 82.06% of the votes in the gubernatorial elections.
- On January 21, 2020, he was appointed as the Minister of Economic Development. Since then, he has participated in the management of several state companies.
Relation with Abkhazia
- On July 13, 2022, the de facto Minister of Economy of Abkhazia, Kristina Ozgan, met with the Russian Minister of Economic Development, Maxim Reshetnikov, and his deputy Dmitry Volvach. At the meeting, the parties talked about the issue of creating a single legal space, discussed “interstate” support programs, restoring air traffic and joint investment projects.
- On July 28, 2022, during his visit to Moscow, the de facto President of Abkhazia, Aslan Bzhania, met with Dimitry Kozak. Reshetnikov also attended the meeting which discussed the issues of bilateral relations, in particular, air traffic restoration in the de facto republic and the implementation of the 2022-2025 socio-economic development program.
- On August 4, 2022, Reshetnikov signed an agreement, which provides for support in the implementation of the state program promoting the socio and economic development of Abkhazia and the Tskhinvali region in 2022-2025. The program is financed by Russia.
- On August 11-12, 2022, Reshetnikov was on a working visit in Abkhazia. He, along with an accompanying delegation, held official meetings with the de facto President, Aslan Bzhania, the de facto Prime Minister, Alexander Ankvab, and the de facto Economy Minister, Kristina Ozgan. The main part of the visit was dedicated to the discussion of issues related to the socio-economic development of Abkhazia.
- On February 24, 2023, during his working visit to Moscow, the President of the de facto Republic of Abkhazia, Aslan Bzhania, met with the Minister of Economic Development of Russia, Maxim Reshetnikov, and the Deputy Chairman of the Government, Alexander Novak. The meeting discussed the issue of cooperation in the field of energy and noted the importance of restoring air traffic between the de facto republic and Russia.
- On June 16, 2023, within the frame of the St. Petersburg International Forum, Reshetnikov and the de facto Deputy Prime Minister, Kristina Ozgan, signed an agreement „on the restoration of Ardzinba Sokhumi International Airport.“
- On July 4, 2023, Reshetnikov was on a one-day visit to Abkhazia. Together with de facto Deputy Prime Minister, Kristina Ozgan, he inspected the progress of Russian-financed projects. He also met with the de facto President, Aslan Bzhania, and the Prime Minister, Alexander Ankvab.
Relations with the Tskhinvali Region
- On June 14, 2022, during his visit to Moscow, the de facto President, Alan Gagloyev, met with Reshetnikov.
