Elbrus Kargiev

"Ambassador" of the Russian Federation to the Tskhinvali region

General Biographical Information

  • Elbrus Kargiev was born on August 22, 1944 in the city of Dzaujikau (present-day city of Vladikavkaz), North Ossetian ASSR, Soviet Union.
  • In 1966, he graduated from the North Caucasus Mining and Metallurgical Institute in Vladikavkaz. For several years, he was a lecturer at the same university and later – a vice-rector.
  • In 1987, Kargiev graduated from the Academy of the Social Sciences of the Communist Party of the Soviet Union in Moscow.
  • Kargiev is a candidate of technical sciences and associate professor.
  • In 2014, Kargiev was awarded the Order of Friendship of the „Republic of South Ossetia.“ He has also been awarded other orders of the „Republic of South Ossetia.“

Professional Career

  • In 1983-1988, Kargiev was the Head of the Department of Science and Educational Institution of the Regional Committee of the CPSU of the North Ossetian ASSR.
  • In 1988-1990, he was the Minister of Public Education of the North Ossetian ASSR.
  • In 1990-1993, he was the Deputy Chairman of the Council of Ministers of the Republic of North Ossetia.

Diplomatic Career

  • In 1994, Kargiev started work in the Ministry of Foreign Affairs of Russia.
  • In 1994-1997, he was the Advisor to the Russian Embassy in Turkmenistan.
  • In 1997-2000, he was the First Secretary and the Adviser to the Russian Embassy in Turkey.
  • In March 2001, he was appointed as the Head of Division of the Russian Foreign Ministry's Department for Liaisons with the Constituent Entities of the Federation, Parliament and Public Organizations.
  • In 2003-2004, Kargiev, in his diplomatic capacity of the First Class Counselor, was appointed as Consul General in Trabzon, Turkey.
  • In 2004-2007, he was the Counselor-Ambassador to the Russian Embassy in Turkey.
  • In February 2006, Kargiev was awarded the diplomatic rank of the Second Class Extraordinary and Plenipotentiary Envoy.
  • From September 2007 to October 2008, Kargiev was  the Chief Counselor to the 4th Department of the CIS Countries of the Ministry. The department is responsible for relations with the South Caucasus countries. Since 2008, the Department has covered the Russian-occupied regions of Georgia.
  • On October 25, 2008, after the recognition of the so-called independence of the „Republic of South Ossetia,“ as per a Russian Presidential order N1528, Kargiev was appointed as the First „Ambassador“ of Russia to Tskhinvali.
  • In 2011, he was awarded the diplomatic rank of First Class Extraordinary and Plenipotentiary Envoy.
  • On May 23, 2017, Kargiev resigned from the position of „Ambassador.“
  • Kargiev died on January 11, 2020 in Moscow. He was buried on January 15 in Vladikavkaz.
