Vladimir Vladimirov

Curator of the Department of Abkhazia of the Cross-Border Cooperation Directorate of the Administration of the President of Russian Federation

Vladimir Vladimirov curates the Department of Abkhazia of the Cross-Border Cooperation Directorate of the Administration of the President of Russian Federation. He is responsible for the implementation of agreements signed between Abkhazia and Russian Federation as well as relations with local groups. He works on the issues of Abkhazia on a daily basis.

General Biographical Infromation

  • Vladimir Vladimirov graduated from the Moscow Aviation Institute.
  • He was the head of Moscow Youth Parliamentarism Center.
  • In 2014, he fought for being elected to the Civic Chamber of Russian Federation.
  • For a certain period of time he was the Deputy Head of Moscow Directorate of Cultural Center Development (former Moscow Library Center) and then served as its Acting Head. The Directorate curates the Cultural Centers of the capital city. Vladimirov left this position in 2017.

Relations with Abkhazia

  • On August 3, 2017, at the age of 31, Vladimirov was appointed to the position of a Curator of Abkhazia at the Directorate for Social-Economic Cooperation with CIS Member States, Abkhazia and “South Ossetia” of the Administration of the President of Russian Federation. Until that time, Vladimirov had never had any professional contact with Abkhazia. According to the information disseminated in the media, in January they spoke of appointing Ruslan Temirbulatov to this position, who was the member of the team of the President of the Republic of Tatarstan, Rustam Minikhanov. His candidacy was refused by the Administration and Vladimirov was selected in the end. Vladimirov’s competences include monitoring the implementation of bilateral agreements, interactions with Russian and Abkhazian law enforcement structures as well as working with politicians, MPs and CSOs. Vladimirov also curates the implementation of activities envisaged by Agreement on Alliance and Strategic Partnership between Russia and Abkhazia.
  • Vladimirov’s appointment was an unexpected decision for many. Part of experts connected this to the recent trend in Russia, which is making the cadres in public service younger. Soon after Vladimirov’s appointment, on August 8, President of the Russian Federation, Vladimir Putin, visited Abkhazia. Given Putin’s visit, the Russian media did not focus on this appointment. More important developments took place in Abkhazia at that time such as the attack on Russian tourists in Bichvinta and the explosion of combat materials in the village of Primorskoe, belonging to the de facto Ministry of Defense of Abkhazia.
  • In October 2018, it was alleged that untrustworthy news about real estate sales in Abkhazia had been provided to Sputnik Абхазия by Vladimirov. Vladimirov is considered to be the author of the article which claims that the MPs of the de facto Parliament of Abkhazia took the obligation of legalizing the sales of real estate and land in Abkhazia. According to the source from the news organization, Vladimirov gave them the article and requested for it to be placed. As is known, Sputnik Абхазия’s article titled Real Estate in Abkhazia:  Will the Situation Change for Non-Residents spoke about the fact that on October 3, during the meeting between Russian and Abkhazian MPs in Sokhumi, the issue of the legalization of sales of land and real estate was discussed. The article talked about the Abkhazian MPs’ positive attitude towards this. However, later the de facto Parliament of Abkhazia made a statement about this, saying that there was no talk about such topics during the meeting and no agreement was reached about it either. According to the source from the news organization, Vladimirov prohibited the removal of the article from the website.
  • On October 2, 2018, the President of Russian Federation signed a Directive on the creation of Cross Border Cooperation Directorate of the President of Russian Federation. According to the Directive, the new Directorate replaced the Directorate for Social-Economic Cooperation with CIS Member States, Abkhazia and “South Ossetia” of the Administration of the President of Russian Federation. After structural changes, Vladimirov maintained his position in the Directorate for Cross-Border Cooperation.
