Kazbek Taisayev

First Deputy Chairman of the Committee for CIS, Eurasian Integration and Relations with Compatriots of the State Duma of Russian Federation.

General Biographical Information

  • Kazbek Taisayev was born on February 12, 1967, in the village Chikola, North Ossetian ASSR, RSFSR, USSR.
  • In 1984 he graduated from Moscow Technical Institute.
  • From 1985 to 1987 he served in the Soviet Army.
  • In 1991 he graduated from Moscow Automobile and Highway Institute with the specialty of engineer-mechanic.
  • In 2015, as per directive of de facto President of Tskhinvali Region, he was granted military rank of Lieutenant General. De facto government of Tskhinvali Region has granted him with number of awards: Badge of Honour, medal of “20 years of Independence of South Ossetian Republic“. Russian Ministry of Defence awarded him with medal for participation in military campaign “Coerce Georgia to Peace“.

Political Career

  • In 1986-1991he was a member of the Communist Party of the Soviet Union.
  • In 1987-1991 he worked in Komsomol in Moscow. In 1990-ies occupied different positions at the Youth Organizations of the Communist Party.
  • In 2002-2007 he worked at the government of Moscow District and as Assistant to the State Duma MP. From 2004 he is a member of the Central Committee of Communist Party of Russian Federation.
  • In 2007 he lost in the elections of State Duma.
  • In 2007-2011 he was a member of Parliament of Northern Ossetia-Alania. He was the leader of the Communist Party Fraction and Deputy Chair of the Committee.
  • From 2008 he is Secretary of the Central Committee of the Communist Party of Russian Federation, and from 2017 – member of Central Committee Presidium.
  • In 2011-2016 he was a member of the State Duma of Russian Federation of the 6th Convocation. He was the first Deputy Chair of the Committee for CIS, Eurasian Integration and Relations with Compatriots. At the same time, he was a member of the group of MPs for relations with de facto Parliament of Tskhinvali Region.
  • In 2016-2021 he was a member of the State Duma of Russian Federation of the 7th Convocation. He was the first Deputy Chair of the Committee for controlling reliability of the data represented by the State Duma MPs on revenue, property and property liability, mandate issues and issues of MP Ethics. He was also a member of the Committee for CIS, Eurasian Integration and Relations with Compatriots.
  • In 2021 he became a member of the State Duma of Russian Federation of the 8th Convocation. He is  the first deputy chairman of the Committee for CIS, Eurasian Integration and Relations with Compatriots.
  • Taisayev is frequent guest to the occupied regions of Georgia. He visits Tskhinvali Region especially frequently. In addition, he periodically visits Post-Soviet and Pro-Russian regions, e.g. GagauziaTransnistria, self-proclaimed Donetsk and Lugansk People’s Republics (Ukraine).

Relations with Abkhazia

  • On September 30, 2018, Taisayev participated in the celebration of the 25th anniversary of so-called Abkhazian People’s Victory in the Patriotic War.

  • On June 2, 2019, within the frames of International Forum – “Development of Parliamentarism“, de facto Speaker of Parliament of Abkhazia, Valeri Kvarchia, met with the members of the State Duma of Russia, with Taisayev among them.

  • On January 11, 2022, Taisayev paid a working visit to Abkhazia. Taisayev met with the de facto Prime Minister of Abkhazia, Aleksander Ankvab. The meeting discussed the way forward to ensure epidemiological stability and coronavirus prevention. The parties talked about the development of bilateral cooperation between Abkhazia and Russia. During the visit, Taisayev also met with Abkhaz communists. At the meeting, the most prominent communists of the de facto republic were awarded the Medals of Honor.

  • On March 22, 2022, Abkhazia's de facto Foreign Minister, Inal Ardzinba, together with representatives of various factions of the Russian Duma, participated in a working group’s session on “strengthening political and economic ties between Abkhazia and Russia.” Taisayev, Yana Lantratova (Deputy Chairwoman of the Education Committee and representative of the faction A Just Russia - For Truth), as well as a Duma MP Alexander Yushchenko attended the session.

  • On June 21, 2023, Lasha Ashuba, the Speaker of the de facto Parliament, held a working meeting in the Russian State Duma. Ashuba met with the Deputy Chairman of the State Duma, Petr Tolstoy, and Taisayev. The meeting discussed the issue of „parliamentary“ cooperation. The delegation of the de facto republic drew attention to the issue of simplifying the so-called border crossing procedure and harmonization of „legislation“ between Russia and the occupied Abkhazia. 

Relations with Tskhinvali Region

  • Taisayev was Adviser to de facto Head of Parliament of Tskhinvali Region, Stanislav Kochiev (1999-2004), who was a member of local Communist Party.
  • After the war of 2008, between Russia and Georgia, he headed the headquarters providing assistance to the affected. In 2014, headed headquarters for humanitarian assistance in South-East of Ukraine.
  • On November 11, 2011, during the pre-election period, Taisayev visited Tskhinvali. Illegitimate parliamentary elections in Tskhinvali Region were planned on November 13. During the visit Taisayev met with de facto President, Eduard Kokoity and de facto presidency candidate, Anatoly BIbilov.
  • On June 4, 2015, XI extraordinary congress of the Communist Party of the “Republic of South Ossetia“ was held, where Taisayev also participated.
  • On April 11, 2016, Taisayev participated in the event dedicated to the 25th anniversary of Tskhinvali Region de facto parliament foundation.
  • On August 26, 2016, Taisayev participated in the solemn event dedicated to the 8th anniversary of Tskhinvali Region independence. De facto President of Tskhinvali Region, Leonid Tibilov, awarded Taisayev with the “Order of Friendship“.
  • On January 20, 2017, in Tskhinvali, Taisayev met with de facto President of Tskhinvali Region, Leonyd Tibilov. The issues of further bilateral cooperation were discussed at the meeting. Taisayev also met with members of local Communist Party.
  • On September 20, 2017, Taisayev attended the events dedicated to the 27th anniversary of so-called South Ossetia Republic recognition. De facto President of Tskhinvali Region, Anatoly Bibilov, personally hosted him.
  • On August 26, 2018, Taisayev participated in the celebration dedicated to the decade of Tskhinvali Region Independence.
  • On November 16, 2018, in Tskhinvali, joint session was held between the members of parliament of Russia and de facto parliament of Tskhinvali Region. Taisayev also attended the session.
  • On June 9, 2019, illegitimate parliamentary elections were held in Tskhinvali Region. Representatives from Russian Federation attended elections under observers status. Delegation of the State Duma was represented by Taisayev and Iuri Smirnov.
  • On July 15, 2019, Taisayev together with the Chairman of the Committee for CIS, Eurasian Integration and Relations with Compatriots, Leonid Kalashnikov, met with the members of “Alliance of Patriots of Georgia“. At the meeting were discussed issues related to Tskhinvali Region and Abkhazia.
  • On September 20, 2020, Taisayev attended celebration dedicated to the 30th anniversary of the recognition of the de facto republic of South Ossetia, held in the Tskhinvali region. During the visit, Taisayev met with the de facto president of the Tskhinvali region, Anatoly Bibilov. The meeting was also attended by the Chairman of the de facto Parliament, Alan Tadtayev. At the end of the meeting, Kazbek Taisayev presented the de facto president with memorable gifts from the leadership of the State Duma of the Russian Federation.
  • On February 5, 2021, the Russian parliamentary delegation visited the Tskhinvali region. The delegation was chaired by Konstantin Kosachev, the Chairman of the Foreign Affairs Committee of the Federal Council. Members of the delegation were Krim Kazanakov, Oleg Seleznyov, and  Taisayev. The purpose of the visit was to meet with members of the de facto parliament of the Tskhinvali region within the framework of the so-called standing commission on Inter-Parliamentary Cooperation. The Russian delegation held meetings in the de facto parliament. During the working visit, the Russian delegation also met with de facto president of the Tskhinvali region Anatoly Bibilov.
  • On September 20, 2021, the Day of the “Republic of South Ossetia” was celebrated in the Tskhinvali region. A delegation of the Russian State Duma also took part in the ceremony. The delegation was chaired by Taisayev.

Relations with Abkhazia
