Former Representative of the Ministry of Internal Affairs of the Russian Federation in Abkhazia

General biographical information

  • Stanislav Apsava was born in 1976, in Sochi, the Russian Federation.
  • He graduated from Adygea State University.
  • Apsava is representative of the Ministry of Internal Affairs of the Russian Federation in Abkhazia and advisor to the diplomatic mission of the Russian de facto embassy in Abkhazia.
  • On September 25, 2017, in the restaurant „Rina“ in Sukhumi, Tengiz Lakerbaia, a „thief in law“ (granted the status of a „thief in law“ in 2013, nicknamed „Tengulia“), physically assaulted Apsava during an altercation. On October 6 Lakerbaia was announced wanted and on November 19 he was arrested. On February 8, 2018, so-called City Court of Sokhumi found Lakerbaia guilty of hooliganism, physical assault on Apsava and sentenced him to nine months imprisonment
  • In 2021 Apsava was replaced by Sergey Golenkov.
Relations with Abkhazia
  • On April 20, 2017, Russia's Trade Representative in Abkhazia Vladimir Nekrasov met with Apsava. The issues of protection and security of the rights and interests of Russian entrepreneurs working in Abkhazia were discussed at the meeting.
  • On May 18, 2017, in Sochi, Deputy Minister of Internal Affairs of Russia Igor Zubov and de facto Minister of Internal Affairs of Abkhazia Aslan Kobakhia signed agreement on the „Procedure for Formation and Operation of Joint Information-Coordination Center of Internal Affairs Ministries.“ The aim of the center is to coordinate Russian and Abkhaz law enforcement agencies activities in the combat against organized crime and other serious crimes. Apsava also attended the signing ceremony.
  • On November 10, 2017, representatives of law enfrocment agencies in Abkhazia celebrated professional day. Apsava also participated in the ceremony.
  • On June 4, 2019, de facto Minister of Internal Affairs Garry Arshba visited the training center of de facto Minister of Internal Affairs. An open lesson-seminar was held at the center. Apsava also took part in the event.
  • On June 17, 2020, de facto president of Abkhazia Aslan Bzhania met with the Russian representatives in Abkhazia, including Apsava, Russian „ambassador“ to Abkhazia Aleksey Dvinianin, Head of the Border Division of the Federal Security Service of Russian Federation in Abkhazia Major General Aleksey Trubetski, Commander of the 7th Military Base of Russian Federation in Abkhazia Colonel Oleg Senkov, the „embassy“ employees – Aleksandr Oparin and Vladislav Nechiporenko. From Abkhazian side the meeting was attended by the Head of de facto Presidential Administration Alkhas Kvitsinia. Various aspects of bilateral cooperation were discussed  at the meeting.
  • On June 29, 2020, up to 700 employees of the de facto Ministry of Internal Affairs of Abkhazia voted on  amendments to the Constitution of the Russian Federation. Apsava was also present at the voting process.
