General Biographical Information
- Pavlovski graduated from Moscow State Institute of International Relations.
- On June 10, 2017, he was granted the diplomatic title of Ambassador Extraordinary and Plenipotentiary.
- On November 11-13, 2018, the de facto Minister of Foreign Affairs of Tskhinvali Region, Dimitri Medoev, awarded Pavlovski for his “contribution to international cooperation”. Medoev also gave the same award to the Minister of Foreign Affairs of Russia, Sergey Lavrov and his Deputy, Grigory Karasin. In terms of the aforementioned visit, Medoev also inspected the new building of the “Embassy” of Tskhinvali Region to Russia.
- On May 13, 2019, the de facto President of Tskhinvali Region, Anatoly Bibilov awarded Pavlovski with "Order of Fridenship".
Professional Career
- Pavlovski has been in diplomatic service since 1988.
- During the dissolution of the Soviet Union, in 1988-1992, he worked at the Embassy of USSR/Russia in Afghanistan.
- From 1999 to 2003 he was an Advisor and Head of Division at 1st CIS Department.
- From 2006 to 2011 he was the Deputy Director of the 4th CIS Department and Director from July 4, 2011 to April 2019.
- On April 3, 2019, Russian President signed a decree appointing Pavlovski as new Russian ambassador to Australia.
Relations with Abkhazia and Tskhinvali Region
- On November 20, 2012, during his visit to Moscow, the leader of the Free Georgia political party, Kakha Kukava, also met with Pavlovski. Prospects of Georgian-Russian relations were discussed during the meeting.
- On November 12, 2015, Pavlovski met with the de facto Ambassador of Tskhinvali Region, Znaur Gasiev, at the de facto Embassy of Tskhinvali Region in Moscow. From the Russian side, Pavlovski’s Deputy, Mikhail Shurgalin and the Head of Abkhazia and South Ossetia Division, Andrei Starkov, also participated in the meeting.
- On February 15, 2017, Pavlovski was also representing the Russian side during the meeting between Deputy Minister, Grigory Karasin and de facto Minister of Foreign Affairs of Abkhazia, Daur Kove, that took place at the Ministry of Foreign Affairs of Russian Federation.
- On July 20, 2017, Pavlovski met with the de facto Ambassador of Abkhazia to Russia, Igor Akhba, in Moscow, in terms of the Foreign Policy Coordination Mechanism. The Mechanism was formed on the basis of a memorandum signed between the Ministries of Foreign Affairs of Russia and Abkhazia on March 11, 2015.
- On November 17, 2017, during the conversation with Armenian journalists, Pavlsovki stated that “Russia wants to improve Russian-Georgian relations; however, this does not depend on the Russian side alone”. According to him “the Russian side can normalize relations to a degree that Tbilisi will be ready for. However, we see that there are certain red lines for Tbilisi. We also have red lines, as we will never revoke the recognition of South Ossetia and Abkhazia. So far, I do not see pre-requisites for improving relations, as the current Government of Georgia does not express readiness to restore relations; however, this is not a problem for us – it was not us who severed diplomatic ties.
- On November 30, 2017, in terms of the Foreign Policy Coordination Mechanism, another round of consultations was held in Moscow. Pavlovski and the de facto Ambassador of Abkhazia to Russia, Igor Akhba, participated in the meeting.
- On January 26, 2018, the “Ambassador” of Tskhinvali Region to Russia, Znaur Gasiev, met with the Deputy Minister of Foreign Affairs of Russia, Grigory Karasin in Moscow. On the same day, Pavlovski also met Gasiev.
- On May 17, 2018, the de facto President of Abkhazia, Raul Khajimba, hosted the representatives of the Ministry of Foreign Affairs of Russian Federation on the occasion of 25 years of the de facto Ministry of Foreign Affairs of Abkhazia. Pavlovski was in the Russian delegation as well. During the visit, Pavlovski also met with the Nagorno-Karabakh delegation visiting Sokhumi, which prompted protest from the Ministry of Foreign Affairs of Azerbaijan.
- On August 22, 2018, Pavlovski delivered a speech at an international conference held in Sokhumi, entitled “10 Years of Recognition: Results and Prospects”. According to his statement, given the reality of NATO penetration in the region, ties between Russia and Abkhazia foster the strengthening of security in South Caucasus region.
- On February 14, 2019, in Moscow, at the Ministry of Foreign Affairs of the Russian Federation was held regular consultancies between Russian and Abkhazian sides. Pavlovski and Igor Akhba, Ambassador of de facto Abkhazia to Russia, participated in the meeting.
