General Biographical Information

  • Amir Bilyaletdinov has extensive experience in the field of culture at the Ministry of Foreign Affairs.
  • Bilyaletdinov, as the Deputy Director of the 4th Department of the CIS at the Ministry of Foreign Affairs of the Russian Federation, oversees relations with the countries of the South Caucasus, as well as with the de facto governments of Abkhazia and the Tskhinvali region.

Diplomatic Career

  • On March 22, 2006, Bilyaletdinov, as the Second Secretary of the Commission of the Russian Federation for UNESCO, was awarded a medal in Commemoration of the 1000th Anniversary of Kazan for his active cooperation with the Republic of Tatarstan.
  • On December 15, 2006, Bilyaletdinov, as the Deputy Secretary-General of the Russian Federation Commission for UNESCO, visited Ufa, the Republic of Bashkortostan, where issues related to the presentation of the Republic of Bashkortostan in UNESCO in 2007 were discussed.
  • On June 19-20, 2008, Bilyaletdinov, as the Head of the Division at the Department of International Organizations at the Ministry of Foreign Affairs and the Deputy Secretary-Responsible of the Russian Commission for UNESCO, participated in the international conference - Inclusive Education: Problems of Educational Policy and System Improvement.
  • On September 13-14, 2013, the 14th session of the Governing Board of the UNESCO Institute for Information Technologies in Education was held in Moscow. Bilyaletdinov, the Deputy Secretary-Responsible of the Russian Commission for UNESCO, also took part in the session.
  • On December 24, 2013, an awarding ceremony of the winners of the 10th anniversary competition of the National Ecological Prize named after V.I. Vernadsky was held in Moscow. The event was attended by over 100 leading scientists and public servants. The National Environmental Prize was established by the Vernadsky Foundation and the State Duma Committee on Ecology in 2003. Bilyaletdinov, a high-class biology teacher, was also awarded commemorative medals of the 150th anniversary of the birth of V. I. Vernadsky.
  • On August 19, 2015, a meeting on cooperation with the UNESCO Institute for Information Technologies in Education was held at the Ministry of Education and Science of the Russian Federation. Bilyaletdinov, the Deputy Secretary-Responsible of the Russian Commission for UNESCO, also took part in the meeting.
  • On October 22, 2019, on the 27th anniversary of the establishment of diplomatic relations between Russia and Kazakhstan, officials of the Russian Foreign Ministry visited the Embassy of Kazakhstan in Russia. Among the guests was Bilyaletdinov, the Head of the Russia-Kazakhstan Demarcation Commission.
  • On September 22, 2020, in Moscow, the Chairwoman of the Council of the Russian Federation, Valentina Matvienko, met with the Speaker of the Parliament of Azerbaijan, Sakhiba Gaparova. Bilyaletdinov, the Deputy Director of the 4th Department of the Commonwealth of Independent States (CIS), also attended the meeting.

Relations with Abkhazia

  • On May 26, 2023, the 6th session of the so-called State Border Delimitation Commission between the de facto republic and Russia was held in St. Petersburg. The meeting discussed international-legal formalization of the so-called state border. Bilyaletdinov also participated in the meeting.
