Dmitry Fedotov

Head of the Representative Office of the Federal Agency for the CIS, Compatriots Living Abroad and International Humanitarian Affairs in Abkhazia

General Biographical Information

  • Dmitry Fedotov was born on February 12, 1965, in the city of Kaliningrad, Moscow region, Russian SSR, Soviet Union.
  • In 1982 - finished school with a gold medal in the village Shali, the Chechen-Ingush Autonomous Republic.
  • In 1982 - entered the Bauman Moscow State Technical University, graduating in 1988.
  • In 2005 - graduated from the North-West Academy of Public Administration under the President of the Russian Federation.
  • In 2011 - graduated from the Moscow State Regional University.
  • In 2016 - completed a program of the Moscow State Institute of International Relations.
  • He took advanced English language courses at the Russian Foreign Ministry.
  • He is awarded the medals of the Russian Red Cross and the Venezuelan Red Cross.

Professional Career

  • In 1988, after graduating from the university, Fedotov started working at the Central Scientific-Research Institute of Mechanical Engineering.
  • In the 1990s, he participated in the establishment of a joint Russian-British enterprise Anglo-Russian Cultural Exchange. The enterprise organized English language courses in Russia. The enterprise publishing house was the exclusive representative of the Oxford University Press.
  • In 2002-2004, Fedotov worked for the Russian Red Cross as the Director of the Organizational Development Department and at the same time assisted the British Red Cross in implementing a social project in Western Siberia.
  • In 2004-2006 he was the Head of the Social Development Department of the International Federation of the Red Cross and Red Crescent. His responsibilities also included the implementation of various activities in the post-Soviet countries.
  • In 2006-2011, he was the Deputy Chairman of the All-Russian public organization Russian Red Cross.
  • From 2006 to 2011, he was the Assistant MP for public initiatives in the Health Committee of the State Duma.
  • In 2009-2011, he was a member of the Governing Board of the International Federation of the Red Cross and Red Crescent (Geneva, Switzerland).
  • Since 2012, he has been the Senior Advisor to the Fund for Support and Protection of the Rights of Compatriots Living Abroad. While working for the fund, Fedotov had business connections with Russian compatriots living in Georgia. On October 14, 2014, during an interview, Fedotov praised the work of the staff of the Center for Legal Protection of Russian Compatriots in Georgia. In the interview, Fedotov also talked about various activities related to Russian compatriots in Georgia.
  • Since 2015, he has been a member of Vneshtorgclub. In 2018, he became a member of the Public Council of the club and chaired the club's Committee for Interaction with Russian Compatriots Abroad.
  • In 2021, Fedotov was an adviser to Yevgeny Primakov, the Head of the Federal Agency for the CIS, Compatriots Living Abroad and International Humanitarian Affairs. Together with Primakov he participated in various important meetings.
  • On June 6, 2022, Fedotov was appointed as the Head of the Agency office in Abkhazia. In this post he replaced Vadim Chekha who resigned in the fall of 2021.
  • On July 8, 2022, the de facto Foreign Minister of Abkhazia, Inal Ardzinba, met with Fedotov. As a result of the meeting, the parties agreed to increase the number of educational quotas for Abkhaz applicants wishing to receive higher education in Russia. They talked about the implementation of joint projects in such areas as sports, culture, support of young leaders, etc.
  • On October 11, 2023, in an interview to “Apsinpress,” Fedotov spoke about the program for the admission of Abkhaz entrants to Russian higher education institutions and the activities of the representation office.
