• On November 23, 2023, the de facto President of the Tskhinvali region, Alan Gagloyev, met with Popov and the Adviser of the Russian “Embassy” in the region, Alexander Zhurov. At the meeting, Gagloyev stated that local manufacturers were frightened by the fact that Russian border guards stopped trucks with goods several times at the Kvemo Zaramagi checkpoint connecting the region with Russia and did not allow them into the de facto republic. Popov said that he would relay the problems mentioned by Gagloyev to the leadership of the Federal Customs Service of Russia.
