Sergey Neverov
Deputy Chairman of the State Duma of the Russian Federation
General Biographical Information
- Sergey Neverov was born on December 21, 1961, in the city of Tashtagol, Kemerovo region, Russian SFSR, Soviet Union.
- In 1989, he graduated from the Siberian Industrial Institute named after Ordzhonikidze with a degree in mining electromechanics.
- In 2000, he graduated from the Academy of Labor and Social Relations.
- Western countries have imposed sanctions on him due to Russia's military aggression in Ukraine.
Political Career
- During the Soviet period, until 1991, he was a member of the Communist Party.
- In 1999-2011, he was a member of the Russian State Duma of the 3rd, 4th and 5th convocations. He joined the State Duma for the first time in 1999 with the support of the Governor of Kuzbass, Aman Tuleyev. In 2004, he became a member of the United Russia ruling party.
- In 2011-2020, he was a member and the Deputy Chairman of the Russian State Duma of the 6th, 7th and 8thconvocations. In 2011-2017, he was the Secretary of the Presidium of the State Council of the United Russia ruling party. In 2017-2021, he headed the United Russia faction in the State Duma.
- On July 8, 2019, during an interview with journalists, Neverov said that the State Duma is considering the possibility of stopping the supply of wine and mineral water from Georgia to Russia as well as a ban on money transfers. According to him, Russophobic sentiments still exist in Georgia which make the presence of Russian citizens in Georgia dangerous. Neverov called on the Georgian authorities to deal with those criminal and radical elements that destabilize relations between the two countries. Neverov's statement was preceded by the June 20 event when the opposition parties in Georgia protested the presence of a Russian deputy, Sergey Gavrilov, at the speaker's workplace in the Parliament of Georgia, who opened the 26th session of the Inter-Parliamentary Assembly of Orthodoxy. This fact was followed by protest rallies against the government in Tbilisi.
- In 2021, he became a member of the Russian State Duma of the 8th convocation from the Smolensk district. At the Russian State Duma of the 8th convocation, he supervises groups of deputies responsible for relations with the Russia-occupied de facto republics of Abkhazia and the Tskhinvali region.
Relations with Abkhazia
- On October 2, 2022, a delegation of the de facto parliament of Abkhazia, led by the de facto speaker, Lasha Ashuba, visited Moscow. Neverov met the Abkhaz delegation at the airport. During the visit, the Abkhaz delegation met with the Chairman of the State Duma, Vyacheslav Volodin, and the Deputy Chairman of the Federation Council, Konstantin Kosachev. Together with Ashuba, Neverov took part in the 62nd meeting of the Abkhaz diaspora in Moscow.
- On November 30, 2022, the de facto President of Abkhazia, Aslan Bzhania, hosted a delegation of Russian MPs headed by Neverov. The meeting discussed issues of bilateral cooperation.
- On December 1, 2022, the Chairman of the Russian State Duma, Vyacheslav Volodin, paid his first official visit to Abkhazia. Neverov also comprised the delegation of Russian deputies.
Relations with the Tskhinvali Region
- On March 23, 2017, Neverov hosted the de facto President of the Tskhinvali region, Leonid Tibilov.
- On November 22, 2018, the Speaker of the de facto parliament of the Tskhinvali region and the Head of the United Ossetia faction, Petr Gasiyev, met with Neverov. The meeting discussed prospects of signing an agreement between the United Russia and the United Ossetia parties.
- On November 19, 2019, a delegation of the de facto parliament of the Tskhinvali region took part in the II International Conference “The Role of Interaction between Factions and Blocs of Political Parties in Inter-Parliamentary Cooperation of the CIS States,” which was held in the Russian State Duma. Neverov also participated in the conference.
