On April 12, 2019, Federation Council Delegation of the Russian Federation visited Tskhinvali Region. The Head of the Delegation was Sergei Tsekov, member of the International Affairs Committee (in the Federation Council representing Russia annexed Crimea), who is the co-chair of the Inter-Parliamentary Commission between Russia and Tskhinvali Region. The Commission regular meeting was held in Tskhinvali.

At the meeting with the Russian MPs, de facto President of Tskhinvali Region Anatoli Bibilov stated that on April 18, at the Yalta International Economic Forum, will be signed agreement between Crimea and Tkhinvali Region. During the meeting, Tseskov spoke about the preparation of simplified procedure on obtaining citizenship between Russia and de facto Republic of Tskhinvali Region. Bibilov discussed simplified procedure with the President of Russia in November 2017. Tsikov spoke about the regulating dual citizenship issues for the residents of Tskhinvali Region.
