On April 30, 2019, the 10th anniversary of the foundation of Border Division of Security Federal Service, Russian Federation, was celebrated in Tskhinvali Region and Abkhazia. The celebrating event was held in Tskhinvali at Cinema and Concert Hall "Chermen", a solemn meeting (rally) took place in Sokhumi as well.

Anatoly Utkin, Head of the Division, welcomed border guards in Tskhinvali. According to Utkin, “within 10 years State Border has met modern standards – all necessary conditions have been created to ensure high professional level while performing the task. More than 4000 persons were detained for trespassing the border, more than 200 secret storages of weapons and ammunitions have been revealed.“ Anatoly Bibilov, de facto President of Tskhinvali Region also congratulated border guards.

On April 30, 2009, Dmitry Medvedev, President of the Russian Federation, and the Leaders of Tskhinvali Region and Abkhazia signed an agreement on “Joint Measures for Protecting State Border between Russia, Abkhazia and South Ossetia.” Through this agreement, Russia took the obligation to protect the borders of the occupied regions, including the maritime border, until Abkhazia and Tskhinvali Region would form their own border security services.
