On July 26, 2021, the Deputy Secretary of the Russian Security Council, Rashid Nurgaliyev, visited the Tskhinvali region. Nurgaliyev oversees the directions of Abkhazia and the Tskhinvali region in the Security Council. During the visit, he met with the de facto President of the Tskhinvali region, Anatoly Bibilov.
A number of issues of bilateral relations were discussed at the meeting, including: implementation of the investment program, energy security of the region, fight against the coronavirus, conducting expertise within the Joint Information-Coordination Center, selection of qualified staff for the Center.
Bibilov appealed to Nurgaliyev with to increase the salaries of law enforcement officers corresponding to the level of wages in the North Caucasus Federal District. A few months ago, the salary increase applied to employees of certain budgetary agencies.
At the end of the meeting, Bibilov and Nurgaliyev took part in the signing ceremony of a decision of the meeting of the bilateral Committee of the Internal Affairs Ministries of the Republic of North Ossetia-Alania and the Tskhinvali region. The Russia’s “Ambassador” to the Tskhinvali region, Marat Kulakhmetov, also attended the ceremony.
On the same day, Bibilov and Nurgaliyev honored the Memorial to the Defenders of the Fatherland.
Opening of a New Complex of the Center
On the very first day of the working visit, Nurgaliyev and Bibilov opened a complex of buildings of the Joint Information-Coordination Center. The opening of the new buildings was dedicated to the fifth anniversary of the signing of the agreement on the Center establishment. Guests visited various facilities located on the territory of the Center: a multifunctional residential house (with six apartments) for representatives of the Russian law enforcement agencies, a box for conducting auto-technical examinations, a shooting range gallery, sports grounds.
Later, the Director of the Center, Alan Bolataev, made a report on the results of the five-year activity. In conclusion, the Center several employees were awarded the State and Departmental awards.
Visit to Border Villages
On July 27, Nurgaliyev also visited villages along the occupation line, including Sinagur and Tedelet. Nurgaliyev inspected houses and medical centers built for the local population of “border” villages. It should be noted that Nurgaliyev also oversees the implementation of socio-economic projects in border villages.
Construction of a Backup Power Transmission Line
On July 28, the last day of his visit, Nurgaliyev inspected the construction of a backup transmission line. The backup line will run through the Roki tunnel and is critical for electricity supply to the Tskhinvali region. The only connecting power line between Russia and the Tskhinvali region runs through mountainous areas and is often damaged during the winter, leaving the region without electricity. Russia allocated RUB 400 million for the project, and will spend an additional RUB 400 million in the coming years.
