The Center for Open Education for the Russian language promotion was established in the occupied Akhalgori and Gali regions in 2023. In the occupied regions, the project is implemented by the Armavir Pedagogical State University located in southern Russia whose personnel are also employed in the centers.
A large part of the population in the Akhalgori and Gali districts is ethnically Georgian. Reportedly, teaching in Georgian will be completely abolished in the Akhalgori district from September 2024.
