Vitaly Mutko to Ensure State Program Implementation in Directions of Abkhazia and the Tskhinvali Region

On January 22, 2019, Russian Prime Minister Dmitry Medvedev outlined areas of responsibility for state programs implementation among the government Deputy Chairmen.

Vitaly Mutko will be responsible for implementation of several state programs, including "Development of North Caucasus Federal District" and "Foreign Policy Activities" (part of socio-economic cooperation with Abkhazia and the Tskhinvali Region).

In the Russian government Mutko is curator to Abkhazia and the Tskhinvali Region. On June 5, 2018, he was appointed Co-Chair of governmental committee on Socio-economic development between Russia-Abkhazia and Russia-Tskhinvali Region.

State program on Foreign Policy was approved on March 20, 2013. State programs implementation period is 2013-2020.

The program aim is to provide comprehensive and effective support to Russian interests at the international arena, to create foreign conditions conducive to the country's long-term development. The Ministry of Foreign Affairs is responsible for implementing the state program. The assistants are the Ministry of Finance and the Federal Agency for CIS States, Compatriots living Abroad and International Humanitarian Affairs (Россотрудничества). Under the state program there are three sub-programs with the main objectives to: develop and implement state policy and normative-legal regulation in the field of international relations; Fulfil Russia's financial obligations under international agreements and decisions; Promote Russia's cultural-humanitarian engagement throughout the world.
