On September 9, 2019, working group was established at the State Duma of Russian Federation which will further study appeal from de facto Parliament of Tskhinvali Region. As Ivan Melnikov, the First Vice-Speaker of the State Duma, reported, the group will be chaired by Viktor Vodolatsky, First Deputy Chairman of the Committee for Commonwealth of Independent States, Eurasian Integration and Relations with Compatriots.

On August 1, 2019, de facto parliament of Tskhinvali Region appealed to Russian Federation State Duma and Federation Council on recognition „„South Ossetians“ Genocide committed by Georgia in 1920“. According to Melnikov, representatives of all fractions will comprise the working group. As he stated duration of the working group activity is not defined, since the issue is very complicated.

According to Viacheslav Volodin, they expect Georgia to cooperate during the review of Tskhinvali Region appeal: „we hope that Georgia will assist and ensure communication during the issue review. The accusation is very serious and should be based on arguments, objective cases. We will study all this. Once the working group is well aware of the issue, it will develop proposal, based on which the State Duma will make decision.“
