On September 19, 2019, Aleksey Filatov, Head of the Directorate for Cross Border Cooperation of the President of Russian Federation, together with Denis Travin, his deputy, paid two day working visit to Tskhinvali Region.

Filatov is the Kremlin curator to Abkhazia and Tskhinvali Region and Vladislav Surkov, Assistant to the President, is his direct supervisor. Filatov was appointed on the position of the Head of Directorate for Cross Border Cooperation under the directive of the President on April 17, 2019. Reportedly, on June 7, 2019, two days before to illegitimate parliamentary elections, Filatov paid clandestine visit to Tskhinvali Region. About Filatov's visit was made known from photo published by Soslan Kokoev, de facto advisor to the President of Tskhinvali Region, on his Facebook page on June 7. On the photo Filatov was also identified.

Delegation from Kremlin participated in the ceremony dedicated to the 29th anniversary of republic declaration by Tskhinvali Region. During the visit Filatov also met with Anatoly Bibilov, de facto President of the Region and visited ongoing constructions under investment program.
