Curators to Abkhazia and the Tskhinvali Region Left the Russian Government

On January 21, 2020, deputy chairmen and ministers of the new government of the Russian Federation were approved. Significant changes have been made in this regard towards Abkhazia and the Tskhinvali Region. 

By the order of the Russian President Vladimir Putin, the Ministry of North Caucasus Affairs was abolished. In 2019 the Ministry was the most active in socio-economic direction in Abkhazia and the Tskhinvali Region. A few days before, the Ministry even summarized the results of 2019, where they discussed the full implementation of the financial assistance commitment toward Abkhazia and the Tskhinvali Region.

The Ministry was established in 2014. The Ministry responsibility was to monitor implementation of Russia-financed projects ongoing in Abkhazia and the Tskhinvali Region and to prepare investment programs for 2020-2022. In this direction key figure was Sergey Chebotarev, Minister of North Caucasus Affairs, one of the best experts of Abkhazia and the Tskhinvali Region and thus one of the most notable figure. In 2019 Chabotarev was actively involved in monitoring the progress of investment programs for 2017-2019 promoting socio-economic development and in preparation of investment programs for 2020-2022.

The Ministry functions were transferred to the Ministry of Economic Development.

Vitaly Mutko, Deputy Prime Minister, also left the government. He was curating socio-economic direction in Abkhazia and the Tskhinvali Region. Since May 18, 2018 he occupied position of Deputy Prime Minister. On June 5, 2018, Mutko was appointed as the Co-Chairman of the Intergovernmental Committee on socio-economic cooperation between Russia-Abkhazia and Russia-Tskhinvali Region. On January 22, 2019, Russian Prime Minister assigned Mutko to curate several state programs, including the program of „Foreign Policy Activities“ (under socio-economic cooperation with Abkhazia and the Tskhinvali Region). Mutko was curator of the Ministry of North Caucasus Affairs as well.

In 2019, with the participation of Mutko as Co-Chair of Integovernmental Committee, investment programs promoting socio-economic development of the Tskhinvali Region and Abkhazia for 2020-2022 were approved.

At this stage it is unclear who will be new curator to Abkhazia and the Tskhinvali Region in the Russian government.
