In 2020-2022, Abkhazia and the Tskhinvali Region will receive 4.5 billion RUB each from the Russian Federation under the investment programs. In the following 3 years number of projects will be implemented in occupied regions of Georgia with the Russian financial assistance. The projects are aimed at improving infrastructure in Abkhazia and the Tskhinvali Region, invest in the economy real sector, create an investment climate conducive to attracting private investment and creating additional jobs.
What will be done in Abkhazia
On December 18-19, 2019, the 18th Intergovernmental Committee session on socio-economic cooperation between the Russian Federation and Abkhazia was held in Sokhumi. At the session Committee approved investment program for 2020-2022 promoting socio-economic development of Abkhazia. During the following 3 years, Russia will allocate 4.5 billion RUB, 1.5 billion RUB - annually. Implementation of 109 activities are planned under the investment program for 2020-2022, including construction of various facilities and reconstruction of transport, electricity and engineering infrastructure, water supply and sewage systems, social security, as well as flood preventive shoreline protection activities.
Much of the funding will be spent on capital repairs, energy, water supply and road infrastructure.
Water supply system
1 billion 103.4 million RUB will be spent on water supply systems in cities and districts: 339 million RUB - in 2020, 368.5 million RUB - in 2021, 395.9 million RUB - in 2022.
Road infrastructure
1 billion 90 million RUB will be spent on road infrastructure rehabilitation in Sokhumi and regions: 385.4 million RUB - in 2020, 305.6 million RUB - in 2021, 399 million RUB - in 2022.
Energy
645.9 million RUB will be spent on substations reconstructions: 40.3 million RUB for substation „Gudauta“ overhaul in 2020, 47.9 million RUB - for substation „Sukhum 1“. 236.8 million RUB will be spent for substation „Bzif“ reconstruction in 2021 and 320.9 million RUB - in 2022.
79 million RUB will be spent on distribution networks overhaul: 29.5 million RUB annually for Sokhumi in 2020 and 2021, 10 million RUB for Ochamchire district, 5 million RUB for Tkvarcheli and Gagra districts per each in 2020.
Road infrastructure
From 2021, 83 million RUB will be spent on installation of lighting on 42 km long road, linking Sokhumi and Ochamchire. 23.8 million RUB - in 2021 and 59.2 million RUB - in 2022.
Gagra resort infrastructure development
Gagra will receive 660.7 million RUB on resort infrastructure development. 27 million RUB will be spent on the park of the Prince of Oldenburg renovation. In Gagra, for the next three years, 633 million RUB will be spent on engineering infrastructure modernization, namely water supply, water distribution and sewage systems. 189.1 million RUB - in 2020, 284.5 million RUB - in 2021, 160 million RUB - in 2022.
Solid waste polygon
In 2020, 112.8 million RUB will be spent on the construction of solid waste polygon in the village Katsikhit, Gulripsh district.
New prison
In 2020-2022, 131.2 million RUB will be spent on mandatory project-research works for prison construction. 40 million RUB in 2021 and 91.2 million RUB in 2022.
Healthcare
Construction of Children’s Republic hospital is planned to start in 2021. 200 million RUB will be spent on construction, 80 million RUB - in 2021, 120 million RUB - in 2022.
What will be Done in the Tskhinvali Region
In April, 2019, at the Intergovernmental Committee session on socio-economic cooperation between the Russian Federation and the Tskhinvali Region was approved investment program for 2020-2022. Implementation of 52 activities are planned under the investment program, including construction of communal infrastructure, road networks, schools and kindergartens, improvement of roads in Tskhinvali and districts, arrangement of children's health camp.
Engineering network and roads
Water supply networks will be replaced on number of streets in Tskhinvali. Sewer and gas pipes, power cables will also be replaced. Improvement of 25 streets is also planned as a part the program.
Under the new program, construction of 40 km long Gupta-Kvaisi road will be completed. The road has been under construction since 2012 with 1 billion RUB expanse, however only half of the road has been repaired at this stage.
20 km long Ertso-Sinagur road repair works should be completed in two years.
Also, the old bridge will be repaired in Tskhinvali and in Java.
Residential fund
Construction of 10 multi-apartment houses is planned under the program. including six 75-apartment houses in Tskhinvali, two 18-apartment houses in Znauri and Javi district centers. Construction of the houses should be completed in three years.
Education
N3 Secondary School in Tskhinvali will be housed in a new modern building with 200 pupils seats. Construction will be completed in 2021. The old building is already demolished, and preparations are underway to build a two-story school building.
Kindergarten with 160 seats will be constructed in Tskhinvali and Recreational Kids Camp with 100 seats - in Java district.
Healthcare
Construction of psycho-neurological dispensary is planned in Tskhinvali. In the old building of the maternity house, de facto Ministry of Health and Social Development will be accommodated, for which the building overhaul will be carried out.
Other facilities
Vanati-Tskhinvali water additional reservoir, built as a part of previous years’ investment programs, will be fully operational in 2020, once the reservoir water containment infrastructure is reconstructed and technological equipment purchased and installed.
A solid waste compacting site will be arranged at the solid waste polygon. There will also be a special equipment for trash pressing.
Under the program will be constructed storage for the state food supply. The storage will be used to eliminate shortages of essential food supplies during the emergencies, as well as in winter in the event of road closure connecting to Russia.
The new program also envisages co-financing the economy real sector and tourism projects.
