On February 23, 2019, the Tskhinvali Region de facto President Anatoly Bibilov congratulated employees of the 4th Russian military base dislocated in Tskhinvali with „Defender of the Fatherland Day“. According to Bibilov, military base is the guarantee of security in the Tskhinvali Region.

The Russian „ambassador“ to the Tskhinvali Region Marat Kulakhmetov and the 4th military base Commander Aleksander Kvartsov  congratulated the servicemen on the occasion.  At the end of the ceremony, the 4th military base Chief of Staffs were awarded medals for „peacekeeping in South Ossetia“
