During his visit to Moscow, Anatoly Bibilov, the de facto President of the Tskhinvali region, met with the First Deputy Minister of Economic Development, Mikhail Babich (overseeing the direction of Abkhazia and the Tskhinvali region), and the Deputy Chairman of the Federal Customs Service, Vladimir Ivin.

The meeting was attended by the de facto Acting Prime Minister, Gennady Bekoev, and the Chairman of the de facto State Customs Committee, Murat Tskhovrebov. The meeting focused on problematic issue of cargo clearance at the de facto border between Russia and the Tskhinvali, as residents of the Tskhinvali region face problems at the Russian customs post while goods transportation. Ways to solve the problem were discussed at the meeting.

Bibilov's working visit to Moscow began on November 17. A delegation of the de facto government of the Tskhinvali region is also in Moscow.
