According to existing information, Aleksey Filatov, Head of the Directorate of the Cross-Border Cooperation of Russian Federation, visited Tskhinvali to attend illegitimate parliamentary elections planned on June 9. Filatov’s visit was not officially planned. About Filatov's visit was made known from the photo published on June 7 on Soslan Kokoev’s, de facto advisor to President of Tskhinvali Region, Facebook page, where Filatov was also identified.

On May 29, 2019, in Moscow was held meeting of Co-Chairs of Inter-Governmental Committee on Socio-Economic Cooperation between Russian Federation and de facto republic of Abkhazia. At the meeting was discussed implementation of investment program promoting socio-economic development of de facto Republic of Abkhazia for 2017-2019. At the meeting was also discussed agenda for Inter-Governmental Committee next meeting and investment program issue.

On April 17, 2019, Aleksey Filatov, under the Directive of the President of the Russian Federation, was appointed on the position of the Head of the Directorate of the Cross-Border Cooperation, previously occupying position of the Deputy to Head of the same Directorate. Under the same Directive Oleg Govorun, Head of the Directorate, resigned. His resignation was announced on April 4. Not much information is available in open sources about Filatov, according to existing information, we might presume, that he knows Tskhinvali Region well.
