Russian President Vladimir Putin ordered to sign a decree on funds allocation for modernization of armed forces of Abkhazia. Putin’s directive was published on September 22, 2019. The agreement will be signed once the Russian Ministries of Defence and Foreign Affairs agree with Abkhazian side.

On September 13, 2019, Dmitry Medvedev, Prime Minister of the Russian Federation, approved draft agreement between Russia and Abkhazia on modernization of Abkhazian armed forces and submitted it to the president for signing.

On August 23, 2019, Merab Kishmaria, de facto Minister of Defence of Abkhazia, met Sergei Shoigu, Minister of Defence of Russian Federation, in Moscow. At the meeting parties discussed the cooperation plan for strengthening interaction between armed forces.
