Diplomatic Career

• In 2016-2020, Vladislav Kulikov was the First Secretary of the Russian Embassy in Slovakia.
• On February 25, 2016, at the invitation of the Russian Embassy in Slovakia, Cossacks of the All-Cossack Union took part in ceremonial events dedicated to the „Day of the Diplomatic Worker“ and „Defender of the Fatherland Day“ in Bratislava. The delegation of Cossacks also met with Kulikov. The meeting discussed prospects of cooperation. In the Embassy, Kulikov was responsible for relations with the Cossacks.
• On October 24-27, 2017, Bratislava hosted the VII International Forum of Russianists. The forum was organized by the Association of Russianists of Slovakia and the Russian Center of Science and Culture in Bratislava. Kulikov also took part in the Forum.
• In August 2020, Slovakia made a decision to expel three Russian diplomats from the country. Kulikov stated that the Embassy does not comment on the information and advised journalists to contact relevant competent authorities of Slovakia.

Relations with Abkhazia

• In September, 2024, Vladislav Kulikov was appointed as the Head of the Representative Office of the Federal Agency for the CIS, Compatriots Living Abroad and International Humanitarian Affairs in Abkhazia. In this post he replaced Dmytry Fedotov.
• On September, 4, 2024, Kulikov held one of his first meetings in the occupied Gali district. He met with the Head of the district administration, Konstantin Pilia. The meeting discussed the launch of more youth projects in the district. On the same day, Kulikov met with the heads of the Gali Humanitarian College and the Open Education Center teaching the Russian language in Gali.
• On September 11, 2024, Kulikov met with the rector of the “Abkhaz State University,“ Aleko Gvaramia. The meeting discussed prospects of expanding cooperation in the field of education and science.
• On September 16, 2024, Kulikov met with the de facto Deputy Prime Minister and the Minister of Economy of Abkhazia, Kristina Ozgan. The parties discussed issues of further deepening the partnership.
• On September 17, 2024, Kulikov met with the principal of the Gali N2 secondary school, Akhra Kvekveskiri. At the meeting, the parties agreed to establish ties with Russian educational institutions.
• On September 17, 2024, Kulikov met with the de facto Minister of Education of Abkhazia, Inal Gablia. The meeting discussed new joint educational projects and strengthening cooperation in the field of education and youth policy.
• On September 17, 2024, Kulikov met with the Acting Minister of Culture of Abkhazia, Dinara Smir. The meeting discussed issues of further cooperation and implementation of joint projects in the field of culture .
