Ruben Malayan

Head of the Abkhazia and “South Ossetia” Division of the 4th CIS Department of the Ministry of Foreign Affairs of Russian Federation

General Biographical Information

• Malayan's father Eduard Malayan was an experienced diplomat. Eduard Malayan was born in 1947. His diplomatic career began in 1970 and ended in 2018. He was the Russian Ambassador to Mexico and Belize in 2012-2018.
• In 2008, Ruben Malayan published an article: “International Organizations in the Emerging World Order.” The article focuses on the activities of the United Nations, NATO and the G8.
• On June 18, 2009, he defended PhD thesis at the Moscow State University of International Relations on the topic: “the UN in the emerging system of global governance.” 
• He is the Head of the Division for Abkhazia and “South Ossetia” of the 4th CIS Department of the Ministry of Foreign Affairs of the Russian Federation. He replaced Andrei Starkov in this post.

Relations with Abkhazia

• From May 29 to June 9, 2023, employees of the Ministry of Foreign Affairs of the de facto republic underwent advanced training courses – “Negotiations. Conclusion of treaties, agreements, contracts.”  The training courses were held at the Diplomatic Academy of the Ministry of Foreign Affairs of Russia during which employees of the de facto Ministry met with Malayan.
