Russia to Allocate 4.5 Billion RUB for Tskhinvali in 2020-2022

On April 19, 2019, the 20th meeting of the Intergovernmental Commission on social-economic cooperation between Russian Federation and Tskhinvali Region was held in Tskhinvali. The Investment Program supporting social-economic development of Tskhinvali Region for 2020-2022 was approved at the meeting.

Vitaly Mutko, Deputy Chairman of the Government of the Russian Federation, and Erik Pukhayev, de facto Prime Minister of Tskhinvali Region, chaired the meeting. Anatoly Bibilov, de facto President of Tskhinvali Region, Sergey Chebotarev, Minister of North Caucasus Affairs of the Russian Federation, and Aleksey Filatov, recently appointed Head of the Directorate of the Cross-Border Cooperation also attended the meeting.

According to Mutko, the Investment Program covers 52 events and more than 30 projects. In the framework of the Program is planned to overhaul energy, utility and engineering structures, address issues related to attracting private investments in construction sector, reconstruct socially important facilities, modernize educational network and healthcare system. According to Mutko, the program is ambitious and serious and annually 1.5 billion RUB will be spent on the program implementation. According to Bibilov, 4.5 billion RUB will be spent on program implementation in three years and the company “Gazprom“ will allocate additional 2 billion RUB.

At the end of the meeting Mutko and Pukhayev signed the 20th intergovernmental Commission protocol. Within the frame of the meeting was created inter-agency working group for cooperation in investment field. The group will consist of 19 members, including representatives of the Ministry of North Caucasus Affairs and other interested agencies. The working group will be chaired by Igor Koshin, Deputy Minister of Foreign Affairs of the North Caucasus, from Russian side and Gennadi Bekoev, de facto Vice-Prime Minister and Minister of Economic Development, from Tskhinvali side. The working group objectives are: Determine priority directions for cooperation in investment field, set priorities and incentives in investing, coordinate work to eliminate existing barriers, exchange of information, analyse Russian investment projects development, etc.

In the frames of the working visit, Mutko visited construction objects in Tskhinvali Region, including Children's Hospital and the "South Ossetia State University", and handed over to Bibilov awards (the Lenin Order and Order of Friendship) received by the Autonomous Oblast of South Ossetia during the Soviet period for the achievements in the cultural field and agricultural projects.
