On May 27-28, 2019, Anatoly Bibilov, de facto President of Tskhinvali Region, visited Moscow. Part of his working visit was to meet with Sergey Shoygu, Minister of Defence of Russian Federation.

At the meeting parties discussed the issues of bilateral cooperation in military sphere, joint exercises and staff trainings, gradual increase of salaries for military servicemen in Tskhinvali Region, military-technical support and pension provision for former peacekeepers.

The meeting held at the Ministry of Defence was attended by Ibragim Gaseev, de facto Minister of Defence, and Znaur Gassiev, de facto ambassador of Tskhinvali Region to Russia, from Tskhinvali Region side and Alexander Fomin, Deputy Minister of Defence and Sergey Rudskoi, First Deputy Head of General Staff - from Russian side.

Bibilov also met with Sergey Chebotarev, Minister of North Caucasus Affairs of Russian Federation. Issues such as socio-economic cooperation with Tskhinvali Region and implementation of investment program promoting socio-economic development of Tskhinvali Region for 2019 was discussed at the meeting. At the meeting with the Minister, Bibilov stated that the investment program of the current year will be fully completed in a due date.

Igor Koshin, deputy to Chebotarev, curator to Abkhazia and Tskhinvali Region, and Znaur Gasiev, de facto Ambassador of Tskhinvali Region to Russia, also participated in the meeting held at the Ministry of North Caucasus Affairs.
