On December 28, 2022, in Moscow, the de facto President of the Tskhinvali region, Alan Gagloyev, met with the Deputy Head of the Russian Presidential Administration, Dmitry Kozak, who is supervising the occupied regions of Georgia.

The meeting discussed various issues, including: implementation of the 2023-2025 socio-economic development program for the Tskhinvali region, effective spending of the Russian budget resources allocated for the socio-economic development of the de facto republic, salary increases for employees of the de facto executive authorities and law enforcement agencies, pension provision for employees of the prosecutor's office and penitentiary bodies, cooperation in the field of energy.

Within the framework of the visit, Gagloyev also met with the Deputy Secretary of the Russian Security Council, Rashid Nurgaliyev, who oversees the occupied regions of Georgia at the Council. The meeting discussed security issues.

In Moscow, Gagloyev also gave an interview to the Russian state television Rossiya-24.
