Compared to the first round of the illegitimate elections of Abkhazia, the second round, held on September 8, was monitored by less observers. Among the observers was Aleksey Kondratyev, member of Foreign Affairs Committee of Russian Federation Council.

According to Kondratyev, there was calm and conducive environment during the elections. As he stated the elections process indicates on formation of civil society.

Raul Khajimba, acting de facto president, won the second round of the elections with slight advantage.
