On December 13, 2018, the State Duma of the Russian Federation ratified agreement between Russia and de facto government of Abkhazia on the „mutual recognition of education and (or) qualification“.

On December 28, 2018, the relevant law was signed by the Russian President Vladimir Putin. As a result of the agreement, de facto republic of Abkhazia and Russia recognize secondary, vocational and higher education and qualifications obtained on their territories and grant graduates the right to continue their studies or professional activities in Russia or Abkhazia.
