On December 28, 2018, Valery Bganba, de facto Prime Minister of Abkhazia, and Vasilly Golubev, Governor of Rostov Oblast of the Russian Federation, signed bilateral cooperation plan for 2018-2021.

According to the signed document parties will develop relations in the fields of foreign economic activity, agriculture, science and education, cultural exchanges and tourism, turnover increase. It is the first basis document regulating the relation between the de facto government of Abkhazia and the government of Rostov Oblast.
