At the 2020 summary session of the de facto Defense Ministry, the "president" of the Tskhinvali region, Anatoly Bibilov, called on the agency to work more closely with the Russian Federation.

According to Bibilov, taking the events ongoing in the world into account, close cooperation with the Ministry of Defense of the Russian Federation, in order to strengthen the defensive capabilities of the Tskhinvali region, is of great importance. As Bibilov noted, this will, first of all, make it clear to Georgia that it should no longer have ambitions for the Tskhinvali region, as the latter is already an independent state.

Bibilov stressed that the Tskhinvali region could protect its own population with the help of the Russian 4th military base and the Border Division of the Federal Security Service.
