General Biographical Information

  • Evgeny Grabchak was born on July 18, 1981 in the city of Ust-Labinsk, Krasnodar Krai, Russian SFSR, Soviet Union.
  • In 2004, he graduated from the Moscow Institute of Physics and Technology with a degree in Applied Physics and Mathematics.
  • In 2014, he was awarded the Order I Class for Merit to the Fatherland.
  • In 2016, Grabchak became a knight of the Order of Honor, and in 2019 he was awarded the Order of Friendship.

Professional Career

  • In 2005-2009, Grabchak worked in various infrastructure and consulting companies in the field of fuel and energy complex enterprises.
  • In 2009-2010, he held the position of senior specialist in the network of interregional distribution companies.
  • In 2010-2013, Grabchak worked in the State Corporation for the Construction of Olympic Facilities and the Development of Sochi as a Mining Resort, and at various times held the positions of Lead Engineer, Project Manager, Department Head, and Director.
  • Since September 2013, he has been an employee of the Ministry of Energy of the Russian Federation. In 2013-2014, he was the Deputy Director of the Department for Operational Control and Management in Electric Power, and from December 2014 to October 2019 - the Director of the same department. In October 2019, he was appointed as the Deputy Minister of Energy of the Russian Federation.

Relations with Abkhazia

  • On October 9, 2020, at a working meeting with the de facto Minister of Economy of Abkhazia, Kristina Ozgan, Grabchak spoke about the rehabilitation of the Enguri HPP and the provision alternative sources of electricity to Abkhazia during this process.
  • On April 29, 2021, Grabchak met with the de facto Minister of Economy of Abkhazia, Kristina Ozgan, in Moscow. The main topic of the meeting was the development and implementation of the program for the restoration of the infrastructure of electrical networks, the modernization of the transmission and distribution networks.
  • On September 2, 2021, Grabchak together with the Deputy Minister of Economic Development of Russia, Dmitry Volvach, paid a working visit to Abkhazia. At the meeting, the parties discussed the financing of the 2021 program for the socio-economic development of Abkhazia and talked about deepening the future strategic partnership.
  • On February 1, 2022, in Moscow, Grabchak met with the de facto Minister of Economy of Abkhazia, Kristina Ozgan. The meeting was about several directions of relations between Russia and Abkhazia - promotion of sustainability of electricity supply from Russia, improvement of accounting of commercial electricity consumption through the project of installing individual meters in Sokhumi and the modernization program of the existing energy infrastructure.
  • On June 21, 2022, the de facto Minister of Economy of Abkhazia, Kristina Ozgan, was in Moscow. Grabchak met her at the Ministry of Economic Development of Russia. At the meeting, the parties talked about the implementation and financing mechanisms of the socio-economic development program of Abkhazia for 2023-2025. The meeting also touched upon the issue of reducing the prices on oil products imported from Russia to Abkhazia, restoring air traffic between Russia and Abkhazia, and mobilizing the necessary funds for the rehabilitation of the Sokhumi airport.

Relations with the Tskhinvali Region

  • On September 2, 2020, the de facto Ambassador of the Tskhinvali region to Russia, Znaur Gasiev, and Grabchak signed an agreement on linking the energy systems of the Tskhinvali region and Russia. Signing the document contributes to the deepening of cooperation between the Tskhinvali region and Russia in the field of electric energy and will improve electricity provision to the Tskhinvali region.
