General Biographical Information

  • Alexey Sinegubov was born on July 17, 1973.
  • On December 25, 2020, he received the rank of the 2nd Class Envoy Extraordinary and Plenipotentiary.

Diplomatic Career

  • By 2017, Sinegubov was the Head of the Latvian Division of the 2nd European Department of the Ministry of Foreign Affairs. On July 20, 2017, a meeting of the Deputies Group on Relations with the Parliament of the Republic of Latvia was held in the Russian State Duma. Sinegubov also attended the meeting.
  • In 2018, Sinegubov was appointed an advisor-envoy at the Russian Embassy in Armenia.
  • On September 27, 2018, a traditional ceremony of handing over student tickets to freshmen was held at the Branch of the Lomonosov Moscow State University in Yerevan where Sinegubov delivered a welcome speech.
  • In 2019, Sinegubov also took part in an opening event of the Russian Book House in Yerevan.
  • In December 2019, Sinegubov participated in the conference “Armenian-Russian Relations in 2019: A New Window of Opportunities,” which was part of the the Sixth Annual Meeting of the Eurasian Expert Club. At the conference, Sinegubov spoke about the relations between the two countries.
  • On December 13-14, 2020, the Co-Chairs of the OSCE Minsk Group visited Yerevan. At the meeting, Sinegubov represented Russia.
  • On July 27, 2021, Archbishop Leonid of Vladikavkaz and Alania visited Yerevan and met with the Deputy Prime Minister of Armenia, Mher Grigoryan. Sinegubov also participated in the meeting as well as attended a meeting between Leonid and the Russian Ambassador to Armenia, Sergey Kopirkin.
  • On July 21, 2021, a solemn ceremony of awarding diplomas was held at the Branch of the Lomonosov Moscow State University in Yerevan. Sinegubov also attended the event.
  • In 2022, Sinegubov completed his diplomatic activities in Armenia and was appointed as the Deputy Director of the 4th CIS Department of the Ministry of Foreign Affairs.

Relations with Abkhazia

  • On October 3, 2022, the speaker of the de facto parliament of Abkhazia, Lasha Ashuba, met with the Deputy Chairman of the Federal Council of the Russian Federation, Konstantin Kosachev. Sinegubov also participated in the meeting.
  • On May 17, 2023, the de facto republic of Abkhazia celebrated the 30th anniversary of the establishment of the so-called Ministry of Foreign Affairs. The ceremonial session was held in the conference hall of the de facto government. Sinegubov read out a congratulatory note on behalf of the Russian Foreign Minister, Sergey Lavrov, to the audience.
  • On July 17, 2023, the de facto Minister of Foreign Affairs of Abkhazia, Inal Ardzinba, extended birthday wishes to Sinegubov on his 50th anniversary.
  • On September 3, 2023, the Minister of Foreign Affairs of Russia, Sergey Lavrov, met with the de facto President of Abkhazia, Aslan Bzhania, and the de facto Minister of Foreign Affairs, Inal Ardzinba, in Sochi. After the Bzhania-Lavrov meeting, Lavrov and Ardzinba signed a plan of consultations between diplomatic agencies for 2024-2025. Denis Gonchar, the Head of the 4th CIS Department of the Ministry of Foreign Affairs of Russia, Siengubov, and the Russian “Ambassador” to Abkhazia, Mikhail Shurgalin also participated in the meeting from the Russian side.

Relations with the Tskhinvali region

  • On September 3, 2023, the Minister of Foreign Affairs of Russia, Sergey Lavrov, met with the de facto President of the Tskhinvali region, Alan Gagloyev, and the de facto Minister of Foreign Affairs, Akhsar Jioev, in Sochi. After the Gagloyev-Lavrov meeting, Lavrov and Jioev signed a plan of consultations between diplomatic agencies for 2024-2025. Denis Gonchar, the Head of the 4th CIS Department of the Ministry of Foreign Affairs of Russia, Siengubov, and Marat Kulakhmetov, the Russian “Ambassador” to the Tskhinvali region, also participated in the meeting from the Russian side.
