On December 30, 2018, Prime Minister of the Russian Federation Dmitry Medvedev appointed Arsen Gagloev as Deputy Minister of North Caucasus Affairs.

Gagloev, who was born in Tbilisi in 1979, was the Head of de facto Presidential Administration of the Tskhinvali Region in 2009-2012. Gagloev worked at „Gazprom“ from 2012 until his appointment as Deputy Minister.
