The Russian Customs Service former representative in the Tskhinvali Region

General biographical information

  • Oleg Reva is representative of the Russian Federation Customs Service and advisor to the diplomatic mission of the Russian de facto embassy in the Tskhinvali Region.
  • Reva periodically participates in customs meetings between Russia and the Tskhinvali Region and comments on the issues.
  • In 2021 Reva was replaced by Aleksey Popov.

Relations with the Tskhinvali Region

  • „Entrepreneurs must comply with customs legislation, declare and submit the necessary documents. Russia recognized the Tskhinvali Region as independent state, and accordingly, cross-border movement is regulated by law“, said Reva on January 13, 2016, regarding existing complications on transfer of various products across de facto border from Russia to the Tskhinvali Region. As a result, supply of goods from Russia to Tskhinvali shops have been delayed.
  • On October 20, 2017, Reva commented on reports that new restrictions had been imposed on crossing the Russian border for cars registered in the Tskhinvali Region. According to Reva, despite the rumors, cars registered in the Tskhinvali Region can enter on the Russian territory through „Kvemo Zaramagi“ customs point without any delay.
  • On March 18, 2018, Reva participated in organization of the Russian presidential elections in the Tskhinvali Region. He was the chairperson of the precinct election commission in Tskhinvali.
  • On March 29, 2018, working meeting between the Customs Service representatives was held in Tskhinvali. Representatives of the Russian Federal Customs Service, the North Caucasus Customs Division and de facto Customs Committee of the Tskhinvali Region attended the meeting. Reva participated from the Russian side. The issues of joint control implementation on „Kvemo Zaramagi“ customs point in North Ossetia were discussed at the meeting.
  • On June 6, 2018, Reva commented on the problems at the Nizhniy Zaramag customs point related to the movement of trucks transporting goods across the de facto border and said that “vehicles will be allowed to cross the border after submitting all the necessary documents.” According to him, the customs declaration of transported goods is mandatory, and is possible through an electronic portal as well.
  • On September 19, 2019, Reva commented on tightening of control mechanisms at the de facto border over the temporary entry in Russia for vehicles registered in the Tskhinvali region. The reason was named that some drivers from the Tskhinvali region tried to circumvent the customs legislation by specific means. According to Reva, the number of similar cases as well as the amount of unpaid customs duties have increased in recent years.
  • In November 2019, the problem of freight entry into Russia was again arose at the de facto border. According to Reva, drivers do not have a customs declaration and other relevant documents, so customs authorities can not allow them to enter on the territory of the Russian Federation.
  • On February 26, 2020, during a meeting, representatives of the Customs Service discussed the problems related to the transfer of goods from Russia to the Tskhinvali region. Representatives of the Tskhinvali region expressed dissatisfaction with the tightened requirements for weight control of transported goods. Reva also attended the session.
