Professional Career

  • Yulia Sukhoverkhova's career is associated with the name of Alexander Khloponin, who was the Governor of the Krasnoyarsk region of Russia in 2002-2010, the Deputy Chairman of the Russian government in 2010-2018, and the Russian Presidential Envoy in the North Caucasus Federal District in 2010-2014. Alexander Khloponin also supervised Abkhazia and the Tskhinvali region. He left the government in 2018.
  • On February 1, 2012, Yulia Sukhoverkhova was appointed as the Head of the Department for Legal and Organizational Issues of the Ministry of Energy and the Housing-Communal Complex in the Krasnoyarsk region of Russia. She left this position on August 8, 2014.
  • In 2014, she was appointed as the Deputy Director (Anton Melnik) of the International Cooperation Department in the Ministry of North Caucasus Affairs. The Department was responsible for relations with Abkhazia and the Tskhinvali region.
  • On January 21, 2020, by a Russian Presidential decree, the Ministry of North Caucasus Affairs was abolished. The functions of the Ministry were transferred to the Ministry of Economic Development. Relations with Abkhazia

  • On March 14, 2019, a delegation of the Ministry of North Caucasus Affairs of Russia visited Sokhumi. At the meeting, the implementation of the 2017-2019 investment program promoting the socio-economic development of the de facto Republic of Abkhazia were discussed. The Russian delegation was chaired by the Deputy Minister, Igor Koshin, and delegation members were - the Deputy Director of the International Cooperation Department of the Ministry, Anton Melnik, his deputy, Yulia Sukhoverkhova, and the Head of the Department for Relations with Abkhazia, Vera Denk.
  • On September 13, 2021, the de facto Prime Minister of Abkhazia hosted a delegation of the Ministry of Economic Development of Russia. The meeting discussed the implementation of investment projects. The chair of the Russian delegation was Vitaly Gudin, the Director of the Department for Special Programs and Projects of the Ministry of Economic Development. Gudin's deputies also comprised the delegation: Anton Melnik and Yulia Sukhoverkhova.

Relations with the Tskhinvali Region

  • On August 6, 2015, the Minister of North Caucasus Affairs of Russia, Lev Kuznetsov, visited the Tskhivanvali region. As part of the visit, issues of the socio-economic development were discussed with the Head of the government of the de facto Republic, Domenti Kulumbegov. The meeting was also attended by Anton Melnik, the Director of the Ministry's International Cooperation Department, and his deputy, Vera Sukhoverkhova.
  • On September 16, 2022, a meeting between the de facto government of the Tskhinvali region and a delegation of the Ministry of Economic Development of Russia was held in Tskhinvali. The Chairman of the de facto government, Konstantine Jusoev, met with a group of employees of the Russian Ministry of Economic Development, chaired by the Director of the Department for Special Programs and Projects, Vitaly Gudin. Gudin's deputies - Anton Melnik and Yulia Sukhoverkhova also took part in the meeting from the Russian side.
