On October 15, during his working visit to Moscow, the de facto president of the Tskhinvali region, Alan Gagloyev, met with the Deputy Secretary of the Russian Security Council, Rashid Nurgaliyev, who supervises the occupied regions of Georgia in the Council.

On July 22, in Moscow, the de facto President of Abkhazia, Aslan Bzhania, met with the Deputy Secretary of the Russian Security Council, Rashid Nurgaliyev. Nurgaliyev supervises the occupied regions in the Security Council and often meets with the de facto leaders of Abkhazia and the Tskhinvali region.

On February 8, the press office of the de facto President of Abkhazia, Aslan Bzhania, released information, that during a working visit to Moscow, Bzhania met with a number of high-ranking Russian officials, including the Russian Foreign Minister, Sergey Lavrov.

On November 9, within the framework of his working visit to Moscow, the President of the de facto Republic of Abkhazia, Aslan Bzhania, met with the Deputy Secretary of the Russian Security Council, Rashid Nurgaliyev. Nurgaliyev supervises the occupied regions of Georgia in the Security Council.

During his visit to Moscow, Aslan Bzhania, the de facto President of Abkhazia, met with the Deputy Secretary of the Russian Security Council, Rashid Nurgaliyev, who supervises the direction of Abkhazia and the Tskhinvali region in the Security Council.

The Secretary of the Security Council of the de facto Republic of Abkhazia, Sergey Shamba, met with the Secretary of the Security Council of Russia, Nikolai Patrushev. The meeting discussed security issues within the framework of the alliance and strategic partnership agreement.

A working meeting was held in the Security Council of Russia between the Secretary of the Security Council of the de facto Republic of Abkhazia, Sergey Shamba, and the Deputy Secretary of the Security Council of Russia, Rashid Nurgaliyev.

On March 17, 2023, during his visit to Moscow, Alan Gagloyev, the de facto leader of the Tskhinvali region, met with the Deputy Head of the Russian Presidential Administration, Dmitry Kozak, and the Deputy Secretary of the Security Council, Rashid Nurgaliyev. Kozak and Nurgaliyev supervise the Russian-occupied regions of Georgia. A meeting between Alan Gagloyev and Vladimir Putin preceded the meetings.

On December 28, 2022, in Moscow, the de facto President of the Tskhinvali region, Alan Gagloyev, met with the Deputy Head of the Russian Presidential Administration, Dmitry Kozak, who is supervising the occupied regions of Georgia.

On November 24, a Russian delegation paid a working visit to the Tskhinvali region. The delegation comprised of: the Deputy Secretary of the Security Council, Rashid Nurgaliyev, the Head of the Directorate for Interregional Relations and Cultural Contacts with Foreign Countries of the Russian Presidential Administration, Igor Maslov, and his deputy, Viktor Shargaev.

On the second day of his working visit to Moscow, the de facto President, Aslan Bzhania, met with the Russian Deputy Prime Minister, Alexander Novak. The de facto Deputy Prime Minister of Abkhazia, Kristina Ozgan, also participated in the meeting which discussed the implementation of the roadmap for the optimization of energy supply and the development of a general gasification scheme for Abkhazia.

On July 26, 2021, the Deputy Secretary of the Russian Security Council, Rashid Nurgaliyev, visited the Tskhinvali region. Nurgaliyev oversees the directions of Abkhazia and the Tskhinvali region in the Security Council. During the visit, he met with the de facto President of the Tskhinvali region, Anatoly Bibilov.

The Deputy Secretary of the Security Council of Russia, Rashid Nurgaliyev, had a telephone conversation with the de facto president of the Tskhinvali region, Anatoly Bibilov. According to the media, the sides "discussed the situation in the republic (the Tskhinvali region)." 

On March 2, 2020, de facto Acting President of Abkhazia Valery Bganba had a phone conversation with the Deputy Secretary of the Security Council of the Russian Federation Rashid Nurgaliyev.
