On March 17, 2023, during his visit to Moscow, Alan Gagloyev, the de facto leader of the Tskhinvali region, met with the Deputy Head of the Russian Presidential Administration, Dmitry Kozak, and the Deputy Secretary of the Security Council, Rashid Nurgaliyev. Kozak and Nurgaliyev supervise the Russian-occupied regions of Georgia. A meeting between Alan Gagloyev and Vladimir Putin preceded the meetings.
On March 16, 2023, the de facto President of the Russian-occupied Tskhinvali region, Alan Gagloyev, met with the Russian President, Vladimir Putin. This was his first meeting with Putin as a president-elected in 2022. The meeting was planned in February; however, the day before the meeting, Gagloyev was tested positive for coronavirus and the meeting was postponed. Gagloyev was often criticized by his opponents for taking so long to meet with the Russian leader.

On June 16, while his visit in Moscow, Alan Gagloyev, the de facto president of the Tskhinvali region, met with the Russian Deputy Minister of Internal Affairs, Igor Zubov, who oversees the occupied regions of Georgia in the Ministry.
On June 15, Alan Gagloyev, the de facto President of the Tskhinvali region, who is visiting Moscow, met with the Russian Foreign Minister, Sergey Lavrov. The meeting discussed the key issues of bilateral relations and foreign policy coordination, including the progress of the Geneva International Discussions. Lavrov expressed gratitude to Gagloyev for the humanitarian aid provided to the so-called Donetsk and Luhansk the People's Republics. During the meeting, Lavrov positively assessed Gagloyev's decision on temporary opening of border checkpoints.
On June 14, Alan Gagloyev, the de facto President of the Tskhinvali region, who is visiting Moscow, met with the Russian Minister of Economic Development, Maxim Reshetnikov.
