On June 25, the Russian Minister of Labor and Social Protection, Anton Kotyakov, and the de facto Prime Minister of the Tskhinvali region, Gennady Bekoev, signed an agreement in Moscow. The agreement envisages an increase in salaries for “public servants” of the Tskhinvali region which will be financed from the Russian budget.
On May 25, in Moscow, the de facto Prime Minister of the Tskhinvali region, Gennady Bekoev, met with the Russian Minister of Labor, Anton Kotyakov. The parties signed a protocol on the salary increase for employees of “state” and “municipal” institutions of the Tskhinvali region. The agreement will enter into force after certain procedures and the salary increase will be calculated from January 1, 2021.
The de facto parliament of Abkhazia ratified the protocol on amendments to the Russian-Abkhazian agreement at its March 31 session. The agreement provides for an increase in the salaries of public servants in the fields of healthcare, education, science, culture, sports, and social services at the expense of Russian co-financing.
According to Elena Jioeva, the Chairperson of the de facto parliamentary committee on budget and taxation of the Tskhinvali region, the region's budget for 2021 will amount to RUB 7.739 billion. 81.7% of this amount will be Russia’s financial aid, the remained 18.3 % will be the revenues of the Tskhinvali region and equal to RUB 1.414 billion.
The de facto President of the Tskhinvali region, Anatoly Bibilov, instructed to draft an agreement with Russia on salary increase for public sector workers. The salary increase will start from January 1, 2021, for which allowances will be accrued later.
The de facto government of the Tskhinvali region will receive Russian funding in 2021.
The de facto parliament of Abkhazia adopted a draft budget for 2021 at first reading. The de facto Minister of Finance, Vladimir Delba, presented the draft to the de facto MPs.
In 2021, Russia will allocate RUB 1.3 billion to increase the salaries for employees of budgetary institutions in Abkhazia and the Tskhinvali region. The salary increase is envisaged under the 2021 draft federal budget.
According to de facto Minister of Finance of the Tskhinvali Region Aza Khabalova, the separate category employees of the budget sphere will receive increased salaries from May.
According to the Tskhinvali Region de facto MIA, the Russian government plans to review extending the agreement on increasing cash allowance for the Ministry employees.
In Moscow, Znaur Gasiyev, de facto ambassador of the Tskhinvali Region to the Russian Federation and Maksim Topilin, the Russian Minister of Labour, have signed protocol that envisages salary increase for the employees of de facto state and municipal institutions in the Tskhinvali Region at the expense of Russian co-financing.
De facto parliament of the Tskhinvali Region unanimously adopted budget for 2020. Russian financial assistance to the budget will comprise 88%.
