On September 10, 2019, Igor Koshin, Deputy Minister of North Caucasus Affairs of Russian Federation, paid working visit to Tskhinvali Region. He curates Abkhazia and Tskhinvali Region direction at the Ministry. Anton Melnik, Director of the International Cooperation Department of the Ministry, was the member of Koshin’s delegation.

Marat Kulakhmetov at the press-conference stated:

Compared to the first round of the illegitimate elections of Abkhazia, the second round, held on September 8, was monitored by less observers. Among the observers was Aleksey Kondratyev, member of Foreign Affairs Committee of Russian Federation Council.

Prior to the second round of illegitimate presidential elections in Abkhazia, rumours have spread that Alkhas Kvitsinia, opposition candidate in the second round, would offer the post of de facto Prime Minister of Abkhazia to Inal Ardzinba. According to Ardzinba „talks on my work in Abkhazia have been going on for long, but this has no basis at present“.
