De facto President of Tkhinvali Region Anatoly Bibilov hosted the Delegation of the Ministry of Defence of the Russian Federation. The Head of the Delegation was Sergey Istrakov - Deputy Chief of General Staff of the Armed Forces of the Russian Federation. At the meeting were discussed issues on military-technical cooperation and implementation of the signed agreements.

Vladimir Nekrasov, Russian Trade Representative in Abkhazia, in an interview with Russian news agency "Sputnik" spoke about Russian-Abkhazian economic relations. During the interview, Nekrasov focused on several important issues:

Igor Nanyev, de facto Minister of Internal Affairs of Tskhinvali Region, handed over the awards from the Ministry of Internal Affairs of the Russian Federation to the employees of the Joint Information-Coordination Center of the Ministries of Internal Affairs of the Russian Federation and Tkhinvali Region for the contribution to the foundation and development of the Center.

In Sukhumi, at the Alley of Boarder Guards, was held mourning ceremony to commemorate deceased Lieutenant Colonel Vasily Kvitko, employee of Border Division of Federal Security Service, Russian Federation.

As a result of Spring 2019 recruitment, 600 recruits joined military base of Russia in Abkhazia. At the initial stage, recruits will pass general military training and take the oath. Military doctors and psychologists will conduct medical checks, special surveys and testing.

Head of the Directorate for Cross-Border Cooperation of the Russian Federation Oleg Govorun resigns. According to the media of Russia, sources close to the Kremlin state that he "resigns from Kremlin due to family circumstances. The Directorate another employee will occupy his position".

In Caucasus highland region, in the frame of tactical exercises, Russian motorized infantry attacked conditional enemy positions. Apart of the Northern Caucasus Republics of the Russian Federation, exercises were conducted in Armenia, Annexed Crimea and Occupied Regions of Georgia as well.

On April 3, 2019, Russian President signed a decree appointing Aleksey Pavlovski as new Russian ambassador to Australia. From 2006 to 2011 he was the Deputy Director of the 4th CIS Department and Director from July 4, 2011 to April 2019.

Vadim Czech, Federal Agency Representative in Abkhazia for Russian Federation CIS Countries, Compatriots Living Abroad and International Humanitarian Affairs spoke about Abkhazian students admission to higher education institutions of the Russian Federation. According to Czech, in 2019, 50 school leavers out of 350 pretendents succeeded to pass exams and were admitted to Russian higher education institutions.

According to Vadim Astafyev, head of the Press Service of the Russian Federation Southern Military District, more than 50 infrastructural projects have been implemented at the 7th Military Base of the Russian Federation during last 4 years. As Astafyev stated construction was conducted using modern technologies and environmentally friendly construction materials.

The 7th military base military police division of the Russian Federation in Abkhazia received heavy machine guns - „Utes“. According to Commander of the Southern Military District of the Russian Federation Aleksandr Dvornikov instruction, District Military Police Divisions were provided with machine guns, which provide additional aerial defence for Commanding Units from armed drones.

Divisions of the Russian Federation 4th Military Base in Tskhinvali Region participated in tactical exercises conducted on Dzartsemi military polygon, using armoured vehicles and artillery. More than 1200 military servicemen and up to 200 units of military equipment were involved in the exercise.

Healthcare representatives from Abkhazia and Krasnodar Krai of the Russian Federation agreed to develop cooperation. De facto Minister of Health of Abkhazia Tamaz Tsakhnakia, Assistant to the Minister of Health of the Russian Federation Anatoly Gulin and the Minister of Health of Krasnodar Krai Evgeni Filipov discussed cooperation issues.

The 7th military base of the Russian Federation in Abkhazia received the latest repair and evacuation vehicles „РЭМ-КЛ“ and maintenance workshops „МТО-АМ1“ designed on the base of all-terrain “Ural“. The vehicles should be used for military equipment and armament repair, for maintenance and evacuation at permanent dislocation areas as well as in field conditions.

On April 1, 2019, de facto Minister of Foreign Affairs of Abkhazia Daur Kove met the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov. Among bilateral relationship main topics discussed on the meeting was also reviewed interaction within the frames of the Geneva International Discussions.
